Improve quality of our ANSI C clock() function
It now works most excellently across all supported operating
sytsems (earlier it didn't work on NT and XNU). Demo code is
available in examples/clock.c and this change also adds some
of the newer ANSI C time functions like timespec_get(), plus
timespec_getres() which hasn't even come out yet as it's C23

Add clock() polyfill on Windows (#279)
We normally use CLOCK_PROCESS_CPUTIME_ID but there's no clock_gettime()
on Windows NT.

23d333c090 Make more improvements
This change includes many bug fixes, for the NT polyfills, strings,
memory, boot, and math libraries which were discovered by adding more
tools for recreational programming, such as PC emulation. Lemon has also
been vendored because it works so well at parsing languages.
