Reduce header complexity
- Remove most __ASSEMBLER__ __LINKER__ ifdefs
- Rename libc/intrin/bits.h to libc/serialize.h
- Block pthread cancelation in fchmodat() polyfill

Clean up some code
- Use good ELF technique in cosmo_dlopen()
- Make strerror() conform more to other libc impls
- Introduce __clear_cache() and use it in cosmo_dlopen()
- Remove libc/fmt/fmt.h header (trying to kill off LIBC_FMT)

Replace COSMO define with _COSMO_SOURCE
This change might cause ABI breakages for /opt/cosmos. It's needed to
help us better conform to header declaration practices.

Pay off more technical debt
This makes breaking changes to add underscores to many non-standard
function names provided by the c library. MODE=tiny is now tinier and
we now use smaller locks that are better for tiny apps in this mode.
Some headers have been renamed to be in the same folder as the build
package, so it'll be easier to know which build dependency is needed.
Certain old misguided interfaces have been removed. Intel intrinsics
headers are now listed in libc/isystem (but not in the amalgamation)
to help further improve open source compatibility. Header complexity
has also been reduced. Lastly, more shell scripts are now available.

38cb6e71ca Improve alloca() memory safety
Now that all the bugs have been wormed out of the ASAN memory module we
can successfully check for underruns on large stack allocations.

5e8ae2d5bc Restart CI for New Technology and UBSAN hunting
Continuous Integration (via runit and runitd) is now re-enabled on win7
and win10. The `make test` command, which runs the tests on all systems
is now the fastest and most stable it's been since the project started.

UBSAN is now enabled in MODE=dbg in addition to ASAN. Many instances of
undefined behavior have been removed. Mostly things like passing a NULL
argument to memcpy(), which works fine with Cosmopolitan Libc, but that
doesn't prevents the compiler from being unhappy. There was an issue w/
GNU make where static analysis claims a sprintf() call can overflow. We
also now have nicer looking crash reports on Windows since uname should
now be supported and msys64 addr2line works reliably.

ad52387b74 Fix race condition in quickjs build config (#251)
qjsc.com now has a -n do nothing flag so the makefile can create a
localized binary. See also #267 where we have an exciting new change
aiming to address this particular APE gotcha.

quickjs: add repl + qjscalc (#251)
- Compile repl.js & qjscalc.js and include them in qjs.com zip
- Change quickjs-libc.c / js_os_poll to handle Windows console

This last change is needed because poll and select on Windows forbid
non-socket handles and Cosmopolitan Libc hasn't polyfilled that yet.
