Implement proper time zone support
Cosmopolitan now supports 104 time zones. They're embedded inside any
binary that links the localtime() function. Doing so adds about 100kb
to the binary size. This change also gets time zones working properly
on Windows for the first time. It's not needed to have /etc/localtime
exist on Windows, since we can get this information from WIN32. We're
also now updated to the latest version of Paul Eggert's TZ library.

Reduce header complexity
- Remove most __ASSEMBLER__ __LINKER__ ifdefs
- Rename libc/intrin/bits.h to libc/serialize.h
- Block pthread cancelation in fchmodat() polyfill
- Remove `clang-format off` statements in third_party

Clean up some code
- Use good ELF technique in cosmo_dlopen()
- Make strerror() conform more to other libc impls
- Introduce __clear_cache() and use it in cosmo_dlopen()
- Remove libc/fmt/fmt.h header (trying to kill off LIBC_FMT)

adac64a52b Reduce makefile dependencies by 10%
The includes in libc/calls/calls.h have now been refactored so that
functions with struct parameters are declared in libc/calls/struct/

5b60e5a37d Fix termios struct on Linux
The termios::c_cc field turned out to be incorrectly defined on Linux
due to some confusion between the glibc and kernel definitions. We'll
be using the kernel definition, since it has the strongest consensus.

Fields have been have been added to struct stat for BSD compatibility
such as st_birthtim, plus the GLIBC compatibility of isystem/sys/stat
has been improved.

f4f4caab0e Add x86_64-linux-gnu emulator
I wanted a tiny scriptable meltdown proof way to run userspace programs
and visualize how program execution impacts memory. It helps to explain
how things like Actually Portable Executable works. It can show you how
the GCC generated code is going about manipulating matrices and more. I
didn't feel fully comfortable with Qemu and Bochs because I'm not smart
enough to understand them. I wanted something like gVisor but with much
stronger levels of assurances. I wanted a single binary that'll run, on
all major operating systems with an embedded GPL barrier ZIP filesystem
that is tiny enough to transpile to JavaScript and run in browsers too.
