Introduce pthread_condattr_setclock()
This is one of the few POSIX APIs that was missing. It lets you choose a
monotonic clock for your condition variables. This might improve perf on
some platforms. It might also grant more flexibility with NTP configs. I
know Qt is one project that believes it needs this. To introduce this, I
needed to change some the *NSYNC APIs, to support passing a clock param.
There's also new benchmarks, demonstrating Cosmopolitan's supremacy over
many libc implementations when it comes to mutex performance. Cygwin has
an alarmingly bad pthread_mutex_t implementation. It is so bad that they
would have been significantly better off if they'd used naive spinlocks.

Make more improvements to threads and mappings
- NetBSD should now have faster synchronization
- POSIX barriers may now be shared across processes
- An edge case with memory map tracking has been fixed
- Grand Central Dispatch is no longer used on MacOS ARM64
- POSIX mutexes in normal mode now use futexes across processes

flip et / noet in modelines
`et` means `expandtab`.

```sh
rg 'vi: .* :vi' -l -0 | \
  xargs -0 sed -i '' 's/vi: \(.*\) et\(.*\)  :vi/vi: \1 xoet\2:vi/'
rg 'vi: .*  :vi' -l -0 | \
  xargs -0 sed -i '' 's/vi: \(.*\)noet\(.*\):vi/vi: \1et\2  :vi/'
rg 'vi: .*  :vi' -l -0 | \
  xargs -0 sed -i '' 's/vi: \(.*\)xoet\(.*\):vi/vi: \1noet\2:vi/'
```

Fix vi modelines (#989)
At least in neovim, `│vi:` is not recognized as a modeline because it
has no preceding whitespace. After fixing this, opening a file yields
an error because `net` is not an option. (`noet`, however, is.)

Improve system call wrappers
This change improves copy_file_range(), sendfile(), splice(), openpty(),
closefrom(), close_range(), fadvise() and posix_fadvise() in addition to
writing tests that confirm things like errno and seeking behavior across
platforms. We now less aggressively polyfill behavior with some of these
functions when the platform support isn't available. Please see:

Improve pthread_join()
Since we're now on Windows 8, we can have clone() work as advertised on
Windows, where it sends a futex wake to the child tid. It's also likely
we no longer need to work around thread flakes on OpenBSD, in _wait0().

Use *NSYNC for POSIX threads locking APIs
Condition variables, barriers, and r/w locks now work very well.

Tidy up the threading implementation
The organization of the source files is now much more rational.
Old experiments that didn't work out are now deleted. Naming of
things like files is now more intuitive.
