It appears that GetFileAttributes(u"\\etc\\passwd") can take two seconds
on Windows 10 at unpredictable times for reasons which are mysterious to
me. Let's try avoiding that path entirely and pray to Microsoft it works
At least in neovim, `│vi:` is not recognized as a modeline because it
has no preceding whitespace. After fixing this, opening a file yields
an error because `net` is not an option. (`noet`, however, is.)

- Increase some Python build quotas
- Add more atomic builtins to chibicc

- Fix a regression with the previous change that broke redbean
- Add chroot(), resource limit, seccomp, and other stuff to redbean
- Write lots and lots of documentation
- Iron out more system call issues
