pinctrl: lantiq: Remove unsued declaration ltq_pinctrl_unregister() 

Commit 3f8c50c9b1 ("OF: pinctrl: MIPS: lantiq: implement lantiq/xway pinctrl support")
declared but never implemented it, so can be removed.
