ARM: bcm281xx: Add ARCH_BCM_MOBILE to bcm config

This patch (re)adds ARCH_BCM_MOBILE option to bcm_defconfig which was
accidentally removed by commit 2d58b26550 ('ARM: bcm_defconfig: Run
"make savedefconfig"')
