ideapad_laptop: introduce #ifdef CONFIG_PM_SLEEP for PM specific code

ideapad_acpi_resume() and ideapad_pm is meaningful
only if CONFIG_PM_SLEEP is set.
Thus introduce #ifdef for this piece of code.
