cpufreq: powernv-cpufreq: Fix a bunch of kerneldoc related issues

Repair problems with formatting and missing attributes/parameters, and
demote header comments which do not meet the required standards
applicable to kerneldoc.

Fixes the following W=1 kernel build warning(s):
