scsi: ufs: override auto suspend tunables for ufs

Rework from previous work by:
Sujit Reddy Thumma <sthumma@codeaurora.org>

Override auto suspend tunables for UFS device LUNs during initialization so
as to efficiently manage background operations and the power consumption.
