block: Default to use cgroup support for BFQ 

Assuming that both Kconfig options, BLK_CGROUP and IOSCHED_BFQ are set, we
most likely want cgroup support for BFQ too (BFQ_GROUP_IOSCHED), so let's
make it default y.
