sh: Drop -Wa,-dsp for DSP tuning.

We already hand off the proper ISA variant with the dsp specifier
appended, so we don't need to explicitly set -dsp. This causes some
confusion with certain toolchains that are restricted to -dsp family
opcodes artificially.
