net/mlx5: Rename mlx5_comp_vectors_count() to mlx5_comp_vectors_max()

To accurately represent its purpose, rename the function that retrieves
the value of maximum vectors from mlx5_comp_vectors_count() to
mlx5_comp_vectors_max().
