drm/amdgpu/gfx: switch to amdgpu_gfx_ras_late_init helper function

amdgpu_gfx_ras_late_init is used to init gfx specfic
ras debugfs/sysfs node and gfx specific interrupt handler.
It can be shared among gfx generations
