dt-bindings: pinctrl: Add DT bindings for apple, pinctrl

The Apple GPIO controller is a simple combined pin and GPIO conroller
present on Apple ARM SoC platforms, including various iPhone and iPad
devices and the "Apple Silicon" Macs.
