fs: add do_epoll_*() helpers; remove internal calls to sys_epoll_*()

Using the helper functions do_epoll_create() and do_epoll_wait() allows us
to remove in-kernel calls to the related syscall functions.

This patch is part of a series which removes in-kernel calls to syscalls.
On this basis, the syscall entry path can be streamlined. For details, see
