PCI: layerscape: Ignore PCIe controllers in Endpoint mode

Browse source 
Layerscape PCIe controller supports root complex (RC) and endpoint (EP)
modes, which can be set by RCW.

If not in RC mode, return -ENODEV without claiming the controller.
