soc: qcom: Driver for the Qualcomm RPM over SMD

Driver for the Resource Power Manager (RPM) found in Qualcomm 8974 based
devices.
The driver exposes resources that child drivers can operate on; to
implementing regulator, clock and bus frequency drivers.
