watchdog: Include <linux/kstrtox.h> when appropriate

The kstrto<something>() functions have been moved from kernel.h to
kstrtox.h.

So, in order to eventually remove <linux/kernel.h> from <linux/watchdog.h>,
include the latter directly in the appropriate files.
