rcu: Forbid RCU_STRICT_GRACE_PERIOD in TINY_RCU kernels

The RCU_STRICT_GRACE_PERIOD Kconfig option does nothing in kernels
built with CONFIG_TINY_RCU=y, so this commit adjusts the dependencies
to disallow this combination.
