tools/rtla: Exit with EXIT_SUCCESS when help is invoked

Fix rtla so that the following commands exit with 0 when help is invoked

rtla osnoise top -h
rtla osnoise hist -h
rtla timerlat top -h
rtla timerlat hist -h
