tty: xuartps: Properly guard sysrq specific code

Commit 'tty: xuartps: Implement BREAK detection, add SYSRQ support'
(0c0c47bc40) introduced sysrq support
without properly guarding sysrq specific code which results in build
errors when sysrq is disabled:
