scsi: ufs: Introduce device quirk "DELAY_AFTER_LPM"

Some UFS devices require delay after VCC power rail is turned off.
Introduce a device quirk "DELAY_AFTER_LPM" to add 5ms delay after VCC
power-off during suspend flow.
