ARM: shmobile: Drop selecting GPIOLIB and PINCTRL 

Do not automatically select the GPIOLIB and PINCTRL config options as
they are already automatically selected as part of the SOC_RENESAS
config option in drivers/soc/renesas/Kconfig.
