ata: libata: Rename ATA_DFLAG_NCQ_PRIO_ENABLE

Browse source 
Rename ATA_DFLAG_NCQ_PRIO_ENABLE to ATA_DFLAG_NCQ_PRIO_ENABLED to match
the fact that this flags indicates if NCQ priority use is enabled by the
user.
