tools/bpf/runqslower: Rebuild libbpf.a on libbpf source change

Browse source 
Add missing dependency of $(BPFOBJ) to $(LIBBPF_SRC), so that running make
in runqslower/ will rebuild libbpf.a when there is change in libbpf/.
