7b0ce60c0b SUNRPC: Drop double-underscores from rpc_cmp_addr{4|6}() 
I'm planning on using these functions inside the client, so remove the
underscores to make it feel like I'm using a public interface.

5976687a2b sunrpc: move address copy/cmp/convert routines and prototypes from clnt.h to addr.h 
These routines are used by server and client code, so having them in a
separate header would be best.
