Update the ep93xx, iop13xx, iop32x, iop33x, ixp2000, ixp23xx,
lpd270 and onearm defconfigs to 2.6.20-rc1.

DEBUG_WAITQ appears to have been removed by others, but no one
removed the configuration option from ARM. Remote it from both
Kconfig.debug and all default configurations.
