Separate out SDM660 icc bindings from the common file and fix the
clocks description by removing the wrong internal RPM bus clock
representation that we've been carrying for years.

SDM660 interconnect bindings are similar to other RPM interconnect
providers, and now it shares the same common driver with them, so
it is better to combine them into qcom,rpm.yaml.
