Add SPDX license identifiers to all Make/Kconfig files which:
- Have no license information of any form
These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:
GPL-2.0-only

Checkpatch wants to use 'help' instead of '---help---':
WARNING: prefer 'help' over '---help---' for new help texts
Let's change it globally at the media subsystem, as otherwise people
would keep using the old way.

Move it out of staging into media like all the other SDR drivers
too. There is no good reasons to keep these SDR drivers in staging.
