The function that enables fsl-mc msi interrupts doesn't need
to be explicitly called from the fsl-mc bus driver initialization
routine.
Mark it to be independently called at system init; this is in line
with how things are handled by other GICv3 irqchip users.
Due to this change we now have an unused cleanup function, so
remove it.

The DPAA2 objects involved (DPMNG, DPMCP, DPRC) are used by the fsl-mc
bus infrastructure only, so group the APIs and structs into
fsl-mc-private.h.

dprc.h is only used in the mc bus driver so move it together with the
sources thus making it private.

All the mc-bus.h contents is only used privately in the bus driver so
move everything to the private header and get rid of the mc-bus.h
header file.

In its current form, the public headers of the mc-bus depend only on a
structure "dprc_obj_desc" defined in dprc.h. Move it to the bus public
header together with its associated defines and, in order to keep the
naming prefixes consistent rename it to "fsl_mc_obj_desc".
This will allow making dprc.h private in future patches.

An mc-io is a software abstraction of a dpmcp object (an MC portal).
Routines to create/initialize/reset this portal abstraction were split
between the allocator and mc-sys.c (MC command interface). Move
mc-io/portal related definitions into one source file.

The mc-bus.h header file is intended to be public for system related
drivers that may need to make fsl-mc bus specific calls-- gic its,
smmu, vfio. But, currently it contains definitions private/internal
to the fsl-mc bus itself. Split those definitions out into a new
fsl-mc bus private header.
