User space should receive the maximum edpm size from kernel driver,
similar to other edpm/ldpm related limits. Add an additional parameter to
the alloc_ucontext_resp structure for the edpm maximum size.
In addition, pass an indication from user-space to kernel
(and not just kernel to user) that the DPM sizes are supported.
This is for supporting backward-forward compatibility between driver and
lib for everything related to DPM transaction and limit sizes.
This should have been part of commit mentioned in Fixes tag.

In older FW versions the completion flag was treated as the ack flag in
edpm messages. commit ff937b916e ("qed: Add EDPM mode type for user-fw
compatibility") exposed the FW option of setting which mode the QP is in
by adding a flag to the qedr <-> qed API.
This patch adds the qedr <-> libqedr interface so that the libqedr can set
the flag appropriately and qedr can pass it down to FW. Flag is added for
backward compatibility with libqedr.
For older libs, this flag didn't exist and therefore set to zero.

HW/FW support two types of latency enhancement features. Until now
user-space implemented only edpm (enhanced dpm). We add kernel capability
flags to differentiate between current FW in kernel that supports both
ldpm and edpm. Since edpm is not yet supported for iWARP we add different
flags for iWARP + RoCE. We also fix bad practice of defining sizes in
rdma-core and pass initialization to kernel, for forward compatibility.
The capability flags are added for backward-forward compatibility between
kernel and rdma-core for qedr.
Before this change there was a field called dpm_enabled which could hold
either 0 or 1 value, this indicated whether RoCE edpm was enabled or
not. We modified this field to be dpm_flags, and bit 1 still holds the
same meaning of RoCE edpm being enabled or not.

Based on discussion with Kate Stewart this license is not a
BSD-2-Clause, but is now formally identified as Linux-OpenIB
by SPDX.
The key difference between the licenses is in the 'warranty'
paragraph.
if_infiniband.h refers to the 'OpenIB.org' license, but
does not include the text, instead it links to an obsolete
web site that contains a license that matches the BSD-2-Clause
SPX. There is no 'three clause' version of the OpenIB.org
license.

The new auditing standard for the subsystem will be to only use
__aligned_64 in uapi headers to try and prevent 32/64 compat bugs
from existing in the future.
Changing all existing usage will help ensure new developers copy the
right idea.
The before/after of this patch was tested using pahole on 32 and 64
bit compiles to confirm it has no change in the structure layout, so
this patch is a NOP.

struct qedr_alloc_ucontext_resp is a different length in 32 and 64
bit compiles due to implicit compiler padding.
The structs alloc_pd_uresp, create_cq_uresp and create_qp_uresp are
not padded by the compiler, but in user space the compiler pads them
due to the way the core and driver structs are concatenated. Make
this padding explicit and consistent for future sanity.
The kernel driver can already handle the user buffer being smaller
than required and copies correctly, so no compat or ABI break happens
from introducing the explicit padding.

Many user space API headers have licensing information, which is either
incomplete, badly formatted or just a shorthand for referring to the
license under which the file is supposed to be. This makes it hard for
compliance tools to determine the correct license.
Update these files with an SPDX license identifier. The identifier was
chosen based on the license information in the file.
GPL/LGPL licensed headers get the matching GPL/LGPL SPDX license
identifier with the added 'WITH Linux-syscall-note' exception, which is
the officially assigned exception identifier for the kernel syscall
exception:
NOTE! This copyright does *not* cover user programs that use kernel
services by normal system calls - this is merely considered normal use
of the kernel, and does *not* fall under the heading of "derived work".
This exception makes it possible to include GPL headers into non GPL
code, without confusing license compliance tools.
Headers which have either explicit dual licensing or are just licensed
under a non GPL license are updated with the corresponding SPDX
identifier and the GPLv2 with syscall exception identifier. The format
is:
((GPL-2.0 WITH Linux-syscall-note) OR SPDX-ID-OF-OTHER-LICENSE)
SPDX license identifiers are a legally binding shorthand, which can be
used instead of the full boiler plate text. The update does not remove
existing license information as this has to be done on a case by case
basis and the copyright holders might have to be consulted. This will
happen in a separate step.

The number of supported WIDs, if they are supported at all, can be
limited due to resources. Notifying the user space application the
number of available WIDs allows it to utilize them correctly.

Direct Packet Mode support may be disabled, e.g, due to limited
resources. Notifying the user application prevents wasting cycles
on attempting to send these kind of packets.
