There are a few remaining drivers/staging/*/Kconfig files that do not
have SPDX identifiers in them. Add the correct GPL-2.0 identifier to
them to make scanning tools happy.

mn10300 uses an mmio-driven uart. This is not supported by speakup, so
prevent from enabling it.

Several speakup drivers are for ISA cards and are useless on systems
without ISA slots. Make them depend on ISA || COMPILE_TEST.

Speakup is a kernel based screen review package for the linux operating
system. It allows blind users to interact with applications on the
linux console by means of synthetic speech.
