b0145d9b33 sched/headers: Remove <linux/sched.h> from <linux/sched/nohz.h>
The <linux/sched/nohz.h> file is a self-contained header and users of
it either don't need <linux/sched.h> - or have already included it.

This reduces the size of the header dependency graph.

752b3ca734 sched/headers: Move the NOHZ APIs from <linux/sched.h> to <linux/sched/nohz.h>
There's a number of NOHZ/dyntics related functionality in <linux/sched.h>,
but only a handful of timer files are making use of them.

Move them into their own header. This better documents these APIs
and unclutters <linux/sched.h>.

370c91355c sched/headers: Prepare for new header dependencies before moving code to <linux/sched/nohz.h>
We are going to split <linux/sched/nohz.h> out of <linux/sched.h>, which
will have to be picked up from other headers and a couple of .c files.

Create a trivial placeholder <linux/sched/nohz.h> file that just
maps to <linux/sched.h> to make this patch obviously correct and
bisectable.

Include the new header in the files that are going to need it.
