d12aada8df arm64/hwcap: Add support for SVE 2.1
FEAT_SVE2p1 introduces a number of new SVE instructions. Since there is no
new architectural state added kernel support is simply a new hwcap which
lets userspace know that the feature is supported.

d09ee410a3 arm64/sve: Document our actual ABI for clearing registers on syscall
Currently our ABI documentation says that the state of the bits in the Z
registers not shared with the V registers becomes undefined on syscall but
our actual implementation unconditionally clears these bits. Taking
advantage of the flexibility of our documented ABI would be a change in the
observable ABI so there is concern around doing so, instead document the
actual behaviour so that it is more discoverable for userspace programmers
who might be able to take advantage of it and to record our decision about
not changing the kernel ABI.

This makes qemu's user mode implementation buggy since it does not clear
these bits.

96d32e6309 arm64/sme: Provide ABI documentation for SME
Provide ABI documentation for SME similar to that for SVE. Due to the very
large overlap around streaming SVE mode in both implementation and
interfaces documentation for streaming mode SVE is added to the SVE
document rather than the SME one.

vector length should be extracted from the return value of a set vector
length prctl() with a bitwise and rather than just any old and.

9ba6a9efa4 docs/arm64: Fix typo'd #define in sve.rst
sve.rst describes a flag PR_SVE_SET_VL_INHERIT for the
PR_SVE_SET_VL prctl, but there is no flag of this name.  The flag
is shared between the _GET and _SET calls, so the _SET prefix was
dropped, giving the name PR_SVE_VL_INHERIT in the headers.

Fix it.

b693d0b372 docs: arm64: convert docs to ReST and rename to .rst
The documentation is in a format that is very close to ReST format.

The conversion is actually:
  - add blank lines in order to identify paragraphs;
  - fixing tables markups;
  - adding some lists markups;
  - marking literal blocks;
  - adjust some title markups.

At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.
