bef69bd7cf perf stat: Fix out of bounds CPU map access when handling armv8_pmu events
It was reported that 'perf stat' crashed when using with armv8_pmu (CPU)
events with the task mode.  As 'perf stat' uses an empty cpu map for
task mode but armv8_pmu has its own cpu mask, it has confused which map
it should use when accessing file descriptors and this causes segfaults:

To fix this, I simply used the given cpu map unless the evsel actually
is not a system-wide event (like uncore events).

ab4c1f9f68 libperf: Add flags to fdarray fds objects
Store flags per struct pollfd *entries object in a bitmap of int size.

Implement fdarray_flag__nonfilterable flag to skip object from counting
by fdarray__filter().

Fixed fdarray test issue reported by kernel test robot.

44d041b7b2 libperf: Add NULL pointer check for cpu_map iteration and NULL assignment for all_cpus.
A NULL pointer may be passed to perf_cpu_map__cpu and then cause a
crash, such as the one commit cb71f7d43e ("libperf: Setup initial
evlist::all_cpus value") fix.

cb71f7d43e libperf: Setup initial evlist::all_cpus value
Jann Horn reported crash in perf ftrace because evlist::all_cpus isn't
initialized if there's evlist without events, which is the case for perf
ftrace.

Adding initial initialization of evlist::all_cpus from given cpus,
regardless of events in the evlist.

3ce311afb5 libperf: Move to tools/lib/perf
Move libperf from its current location under tools/perf to a separate
directory under tools/lib/.

Also change various paths (mainly includes) to reflect the libperf move
to a separate directory and add a new directory under MANIFEST.
