Francois Romieu 4521e1a942 Revert "r8169: enable internal ASPM and clock request settings". 
This reverts commit d64ec84151.

Jörg Otte reported his 8168evl to increase boot time link detection
from 1.6 to 10 s.

Hayes suggests reverting it for the time being.
