Li Lingfeng 4e3fc83581 block: don't add or resize partition on the disk with GENHD_FL_NO_PART
commit 1a721de848 upstream.

Commit a33df75c63 ("block: use an xarray for disk->part_tbl") remove
disk_expand_part_tbl() in add_partition(), which means all kinds of
devices will support extended dynamic `dev_t`.
However, some devices with GENHD_FL_NO_PART are not expected to add or
resize partition.
Fix this by adding check of GENHD_FL_NO_PART before add or resize
partition.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
