Jacob Pan ed93b71492 powercap / RAPL: add support for ValleyView Soc 
This patch adds support for RAPL on Intel ValleyView based SoC
platforms, such as Baytrail.

Besides adding CPU ID, special energy unit encoding is handled
for ValleyView.
