If CONFIG_PTP_1588_CLOCK_OPTIONAL=m and CONFIG_RENESAS_ETHER_SWITCH=y,
the following build error happened:

To fix the issue, add "depends on PTP_1588_CLOCK_OPTIONAL" into the
Kconfig.
