Bjorn Helgaas 8cc22ba3f7 Revert "PCI/ASPM: Remove pcie_aspm_pm_state_change()"

This reverts commit 08d0cc5f34.

Michael reported that when attempting to resume from suspend to RAM on ASUS
mini PC PN51-BB757MDE1 (DMI model: MINIPC PN51-E1), 08d0cc5f34
("PCI/ASPM: Remove pcie_aspm_pm_state_change()") caused a 12-second delay
with no output, followed by a reboot.

Workarounds include:

  - Reverting 08d0cc5f34 ("PCI/ASPM: Remove pcie_aspm_pm_state_change()")
  - Booting with "pcie_aspm=off"
  - Booting with "pcie_aspm.policy=performance"
  - "echo 0 | sudo tee /sys/bus/pci/devices/0000:03:00.0/link/l1_aspm"
    before suspending
  - Connecting a USB flash drive

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
