Use this data file and the COTS software "KLM 2000" (see
http://www.klm.freeservers.com/index.html) to create the .dll and .reg files.

\r\r\n line breaks are now \r\n. (Which means they'll be \n on Unix
sandboxes, and \r\n on Windows sandboxes, which is what you want.)

Added the rest of the initial import of the Tibetan diacritic keyboard. These files are binary, which are handled specially by cvs a la 'cvs add -kb'.
