Parameterize CRIO_CNI_PLUGIN

Allow overriding CRIO_CNI_PLUGIN (default: /opt/cni/bin) and
make sure it gets written to our crio.conf file. This is
intended for running cri-o tests with containernetworking-cni
rpm which installs into /usr/libexec/cni
