* genmk.rb (Image::rule): Set FLAG to CFLAGS or ASFLAGS instead of
        TARGET_CFLAGS or TARGET_ASFLAGS. There is no reason why
        target-specific flags should be prefixed.
        (PModule::rule): Likewise.
