autoconf >= 2.60 support $(localedir).

	* INSTALL: Note that autoconf 2.60 is required.
	* configure.ac (AC_PREREQ): Bump to 2.60.
	* util/grub.d/10_kfreebsd.in (TEXTDOMAINDIR): Set to lowercased @localedir@.
	* util/grub.d/10_linux.in (TEXTDOMAINDIR): Likewise.
