pkg: idtools: fix subid files parsing
Since Docker is already skipping newlines in /etc/sub{uid,gid}, this patch skips commented out lines - otherwise Docker fails to start. Add unit test also. Signed-off-by: Antonio Murdaca <runcom@redhat.com>
