this is a hack on the package of newer shadow-utils to provide _only_ newuidmap and newgidmap for centos7, and not require an upgrade of the full shadow-utils package

- use -O0 instead of -O on ia64
- build in source directory
- don't leave lock files on the filesystem when useradd creates a group for

- fix the -o option to check for duplicate UIDs instead of login names
