a42ed3883b Add build-container make target 
To avoid regressing on the Dockerfile, run the new make target in the CI
as well.

9f4b80d054 Enable Travis CI 
Enable a simple CI via Travis which currently install skopeo and
shellcheck and runs `make validate`.
