This patch makes the VCE IB test pass on Big-Endian systems. It converts
to little-endian the contents of the VCE message.

This patch fixes the VCE ring test when running on Big-Endian machines.
Every write to the ring needs to be translated to little-endian.

Nobody is interested at which index the chunk is. What's needed is
a pointer to the chunk. Remove unused chunk_id field as well.

Due to a type mismatch that causes an implicit type conversion, the
upper 32 bits of the GPU address have been zeroed out when adding to the
command buffer.

enable vce states when vce is active. When vce is active,
it adjusts the currently selected state (performance, battery,
uvd, etc.)
